The VA Campus Toolkit was created by the National Center for PTSD, in conjunction with the VA's Office of Mental Health Services. The National Center for PTSD is a VA center of excellence for research and education on the prevention, understanding, and treatment of PTSD. The purpose of the National Center for PTSD is to improve the well-being and understanding of American Veterans. The primary development team consisted of a group of psychologists at the Dissemination and Training Division of the National Center for PTSD, located in Menlo Park, CA.

The team included: Annabel Prins, Shana Spangler, Robyn Walser, and Josef Ruzek. Student Veterans also contributed to the development and review of the toolkit, especially Damian Bramlett, President of the Student Veterans Organization at San Jose State University.
